What are Group Quarters?

The US Census Bureau tabulated group quarter population for the 2020 census, These tabulations are for total population only and do not provide breakdowns by race, ethnicity, voting age or gender.

Group quarters are defined by the Census Bureau as “e places where people live or stay, in a group living arrangement that are owned or managed by an entity or organization providing housing and/or services for the residents. These services may include custodial or medical care as well as other types of
assistance, and residency is commonly restricted to those receiving these services. This is not a typical household-type living arrangement. Group quarters are broken down into two main categories: Institutionalized and NonInstitutionalized.

People who live in institutional group quarters cannot be part of the workforce because they are disqualified from working or are unable to work.

Institutional Group Quarters are subcategorized by:

    • Correctional Facility
    • Juvenile Facility
    • Nursing/Skilled Nursing Facility
    • Other Institutionalized Facility (Mental (psychiatric) hospitals and psychiatric units in other hospitals, Hospitals with patients who have no usual home elsewhere, In-patient hospice facilities (both free-standing and units in hospitals) , Military treatment facilities with assigned patients, and Residential schools for people with disabilities)

People who live in noninstitutional group quarters can be part of the workforce.

NonInstitutional Group Quarters are subcategorized by:

    • College/University Student Housing
    • Military Quarters
    • Other Noninstitutional Facilities (Emergency and transitional shelters (with sleeping facilities) for people experiencing homelessness, Soup kitchens, regularly scheduled mobile food vans, and targeted non-sheltered outdoor locations, Group homes intended for adults, Residential treatment centers for adults, Maritime/Merchant vessels, Workers’ group living quarters and Job Corps centers, Living quarters for victims of natural disasters)
