Determines the version of a TIGER/Line file.

The file name of the TIGER/Line file to be examined. It can be a PKZIP archive, or one of the individual TIGER/Line files. |
A string with the year of the TIGER/Line file.
The version will be determined based on the file names and other indicators. In some cases, two versions cannot be distinguished and one will be picked for you.
