- Ending Prison Gerrymandering in Maryland and New York
“Maryland Department of Legislative Services
(DLS) contracted with the Caliper Corporation, developer of
Maptitude (a software program widely used to create
legislative districts) to assign the geocoded incarcerated
individuals to the appropriate census blocks. Using its
Maptitude software, Caliper first removed the incarcerated
individuals from the census blocks where the correctional
facilities were located. Caliper then assigned each
geocoded address to its appropriate census block. Caliper
generated tracts and blocks and determined the increase and
decrease in population.”

the public could submit congressional and state legislative
plans.

15 council member districts.
- Idaho deployed Maptitude Online Redistricting so that
the public could submit congressional and state legislative
plans. Anyone could access the Idaho online redistricting
site and review the numerous plans that were submitted via
Maptitude Online Redistricting.
- Fairfax, Virginia successfully redistricted using
Maptitude Online Redistricting. According to a Fairfax
spokesperson, "The software...makes it easy to develop plans
in our tight timeframe." The chairman expressed that "This
isn't going to take as long as we thought." Caliper's
web-based redistricting software was used to provide
redistricting capabilities to the general public as well as
to state legislators and county commissioners.
